① If this card is activated: Declare 1 card name.
② Cards/effects with that name (except cards already on the field, even if Set) can't be used.
What does "used" mean!?
“Used” means that that card can’t:
- Be Activated from hand.
- Be Set from hand.
- Be Summoned from hand nor Extra Deck.
- Activate/Apply its effects.
- Be used as Material for a Fusion/Synchro Summon.
- Change its Battle Position
- Declare an Attack.
On Summoning things from Deck/GY/Banished:
You can still Summon the prohibited card from locations other than the hand. This means that you can Summon "Machina Fortress" from the GY even if Fortress was Prohibited.
However, you can't activate the prohibited card's effect, so you can't Summon "Plaguespreader Zombie" from the GY if Plaguespreader is Prohibited (unless it was on the field when prohibited - more on this below).
Prohibiting cards already on the field:
Cards which were on the field when Prohibition first resolved are unaffected by it. This extends to the first time they are moved into the GY or banished zone.
EG: "Treeborn Frog" is Prohibited, and there is already a Treeborn on the field. When that Treeborn is sent to the GY, it remains unaffected by Prohibition, so it can Summon itself from the GY in the Standby Phase. However, if it's sent to the GY a second time, it can't Summon itself again until Prohibition stops applying.
Misc. Prohibition Rulings:
Prohibition Vs Future Fusion:
- You can send Prohibited monsters to the GY, as they only become Fusion Materials once Future Fusion actually Summons the monster.
Prohibition Vs Vayu
- If Sirocco is Prohibited, you can still use Vayu's effect to banish Sirocco and itself to Special Summon "Blackwing - Armed Wing".
- If Armed Wing is Prohibited, you cannot use Vayu's effect to Special Summon "Blackwing - Armed Wing".
Prohibition Vs Foolish Burial / Burial from a Different Dimension
- Sending a monster from the Deck to the GY / Returning a banished monster to the GY is not one of the prohibited actions (shown above).
Prohibition Vs Hero Blast
- If "Elemental Hero Neos Alius" is Prohibited, you can still return it to the hand with "Hero Blast". Returning a monster to the hand is not a Prohibited action.
