Old card text never says whether things target!
Under no circumstance should you use old card text to see if an effect targets. Old cards never mentioned the world “target“!
Before modern card text ("PSCT"), Duelists used to rely on very long lists of cards to see if cards targeted or not.
These days, you can use the Quick Rules search.
If the Edison PSCT says it targets, it targets.
If it doesn't, it doesn't.
If there isn't Edison PSCT for it, you can ask a Judge on FormatLibrary or EdisonFormat.com.
