Edison Format uses the March 2010 Yugioh TCG Banlist (Forbidden and Limited List). Cards up to and including the release of Duelist Pack: Kaiba are legal.
Note that some cards which were printed during this time are nonetheless not legal for play, like some Hidden Arsenal cards.
